To ALL Pulaski County Missouri Citizens:
Effective January 4, 2024, Pulaski County Public Administrator Loretta Rouse has resigned from her position.
Rebecca Allen was then appointed the interim Public Administrator and was sworn in by Pulaski County Clerk, David Ernst. Many if not all of Loretta Rouse's cases appear to have now been rubber-stamped to reflect Rebecca Allen as the Guardian and/or Conservator of wards.
The Truth will Speak for Itself
Through years of personal research and a multitude of cases, it appears that many of our citizens in Pulaski County have been consistently denied their right to Due Process afforded to them by the Fourteenth Amendment of the Constitution of the United States and have been subsequently placed under the guardianship of Loretta Rouse over the last 19 years. We have been in contact with numerous victims some of whom escaped and were never totally incapacitated nor disabled as testified to by former Public Administrator Loretta Rouse and the attorney, John Farris, who was appointed by the court to represent a majority of these wards.
Were They Hornswaggled?
During her time as Public Administrator, Ms. Rouse personally petitioned for many of her wards and appears, with the assistance of a personal attorney to have unlawfully received private medical information in some cases to assist her in the success of her petitions to deem wards Totally Incapacitated and Disabled.

Yet, The Abuse and Isolation Continue
Currently, despite two standing orders for visitation from the court (albeit unconstitutional themselves), your interim Public Administrator, Rebecca Allen has continued the abuse and isolation of my mom, which was started by her predecessor. She is allowing Truman Lake Manor to deny Shirley Butler any visitors without a 10-day notice, in order for Rebecca Allen to personally attend and supervise. To any reasonable person, it would appear that the Oath Rebecca Allen has sworn means nothing more than the paper it is printed on, as it was with her predecessor. In Loretta Rouse's own words from January 27, 2020: “You have in your head that she's (mom) gonna leave here...and uh..that's not gonna happen.” This is just one of the many threats by Loretta Rouse.
